兵者不祥之器,非君子之器,不得已而用之,恬淡為上。
勝而不美,而美之者,是樂殺人。
夫樂殺人者,則不可得志于天下矣。

​Arms are not tools of prosperity, nor the tools of the noble man. Only used as a last resort, tranquilly dissipating situations is the better method.
Winning is not good. Those who find it good, are those who find pleasure in killing people. (1)
The person who enjoys killing people will not achieve the world. (2)

(1) Winning has a context of domination over others. Domination over others means at least killing a part of another. For example, another person's dignity may be damaged by your victory.

(2) Achieving the world is expressed in another Chinese idiom. This other idiom has a meaning obverse to this one: 得人心者得天下. Translation: Those who achieve people's hearts, will achieve the world.
